【公告】IBSC Promotion of Bicycle Traffic Safety Education for Students

According to accident statistics for January–June of 2025, among adolescents aged 13–17, bicycle riders accounted for the highest number of casualties, with 3,509 cases, representing 40.9% of the total. Analysis of the primary causes indicates that most accidents resulted from inattentive riding (e.g., distraction, nervousness, or lack of focus), failure to comply with regulations when making left turns, and failure to maintain a safe following distance. These findings suggest that many accidents are closely related to insufficient traffic safety knowledge, weak risk perception, and a lack of defensive riding concepts. Therefore, continued promotion and instruction of bicycle traffic safety education remain necessary.

To strengthen bicycle traffic safety education, the Ministry has previously commissioned the Jing Chuan Child Safety Foundation to compile the Guidelines for Safe Bicycle Riding. These guidelines are accompanied by a series of Digital Instructional Videos on Safe Bicycle Riding, forming a comprehensive set of educational resources. The guidelines cover topics including basic bicycle equipment, safe riding practices, accident prevention, and emergency response skills. They also include sample teaching activities and learning assessment suggestions, with the aim of supporting teachers and parents in lesson planning and instructional design. Through effective implementation, these materials are intended to enhance students’ traffic safety knowledge and risk awareness related to bicycle riding, thereby reducing misconceptions and unsafe behaviors.

The aforementioned Guidelines for Safe Bicycle Riding and the digital instructional videos have been published on the Ministry’s Traffic Safety Portal (https://168.motc.gov.tw/) under the sections “Educational Materials” (General Materials) and “Video Resources.”
